Great news and about time! Would love to see this happen sometime this summer after they have hit some milestones, have cash, paid off some debt, etc... I wouldn't get to excited about it yet since the proposal is just getting RE-approval from last year.

Has anyone read up on the new Geospatial bill in India? Overall, does this framework legislation open the door to someone like Intermap? A few links: thewire.in/2016/05/10/new-geospatial-bill-raises-a-hundred-questions-on-private-industry-use-academic-research-and-digital-india-35044/Here is the actual bill: www.dst.gov.in/sites/default/files/Draft-NGP-Ver%201%20ammended_05May2016.pdfOverall, it looks like an attempt to somewhat harshly control and centralize geospatial data. Some of this legislation has to do with disputed borders with Pakistan, but reading between the lines, India has had trouble getting their NSDI work launched. By harshly centralizing map data, this could be the first step to weeding out the inefficiencies of the various government ministries to agree on an NSDI structure allowing for forward movement. Assuming the bill passes, there are also provisions making it clear that private industries will have a open door to provide services/solutions. A few quotes from the bill: Role of private sector in all spheres of geospatial domain is recognised and be utilized. This would be facilitated by guidelines and templates for partnership with geospatial industry. To strengthen the research and capacity building in geospatial technology in private sectors, NGP will ensure their active participation in application development. Mechanisms to be put in place to evaluate / audit GDPSS creation, consumption and distribution. A framework to be put in place to assess the data collection versus its utilization towards government program and socioeconomic development. A programme be launched to encourage innovation and start ups looking into geo value chain for development of apps. NGP encourages technology independent solutions for inclusive development. Data duplication and data deluge be avoided and mechanisms for data discovery through Metadata and Catalogue services be made available. Revenue generated through data taxation (geospatial cess), licensing etc be ploughed back into geospatial activities. GDPSS will be inclusive of all emerging and contemporary technologies such as UAVs, LIDAR, Mobile Mapping, Terrestrial LIDAR, GPR, crowd sourcing and geospatial cloud, etc. 1.13 Partnerships with Industries Formation of a public-private partnership mechanism to harness industry and government participation to enable utilization of expertise and resources available outside the government for realization of national objectives of inclusive growth and development.

Haven't read it yet myself but I did investigate India quite a while ago and came to the conclusion that India is firmly in ESRI's ballpark (much larger footprint), but, due to the size of India, a large consortium would more than likely be needed so Intermap could be a very viable running mate and perhaps that's where they see their opportunity as well?

Intermap at the Myanmar national spatial data infrastructure event: Justin Kinser @justininasia May 18 Enjoyed the MIMU #Myanmar national spatial #data infrastructure event this week! #NSDI #geospatial Well that is encouraging, lol. Myanmar was one of my first guesses on this second NSDI. It really fits the profile for IMP, imo. What the heck happened with the pps today? Big dump on heavy volume. Does anyone know who was doing the selling?

If you take a look on the Canadian side, at 10:24 a.m. you see 5 trades made by Raymond James
10:24:09 X 0.265 1,000 1 Anonymous 89 Raymond James K 10:24:09 H 0.265 1,000 1 Anonymous 89 Raymond James K 10:24:09 M 0.265 300 2 RBC 89 Raymond James 10:24:09 T 0.265 1,000 39 Merrill Lynch 89 Raymond James K 10:24:09 T 0.265 9,000 79 CIBC 89 Raymond James K
They are definitely institutional (possibly market making?), and all amounts are small board lots or partial board lots, being filled across all exchanges. This means they are using the TSX slice and spray smart router, aka, institutional, non human trades. These are important because it indicates there is an iceberg, I believe put on by Anon on the last two trades, which would just be a "refill" 1,000 shares until selling stops type algorithm. This was probably another algo designed to decrease volatility, and it is a dark order. On the TSX, lit orders take precedence over dark orders, so here is the next batch of trades:
11:02:42 O 0.255 -0.01 5,000 1 Anonymous 1 Anonymous K 11:02:42 T 0.255 -0.01 66,500 72 Credit Suisse 7 TD Sec K 11:01:38 T 0.255 -0.01 45,000 72 Credit Suisse 7 TD Sec K 11:00:56 H 0.255 -0.01 10,000 13 Instinet 7 TD Sec K 11:00:56 T 0.255 -0.01 18,000 72 Credit Suisse 79 CIBC K 11:00:56 T 0.255 -0.01 40,000 72 Credit Suisse 7 TD Sec K 11:00:17 H 0.26 -0.005 5,000 1 Anonymous 7 TD Sec K 11:00:17 T 0.26 -0.005 5,000 99 Jitney 7 TD Sec K 11:00:17 T 0.26 -0.005 5,000 7 TD Sec 7 TD Sec KW
The time stamps will tell you if it is one trade or many. The "W" marker on the bottom right indicates a bypass order, essentially stating this is a lit trade, or, a human trade. This seller looks to have put in a large limit sell order (a retail behaviour), for .26, therefore bypassing the anon iceberg. However, only 15,000 shares were filled and it appears to me this seller really needed the money now and did not care about slippage (aka, found another stock to switch into and trade). He then dropped the limit to .255 (there was previously large buy volume already there - I believe 200k but I wasn't watching closely today so it may have been removed). It then looks like TD looked to sell limit .255. This triggered a stop loss from CIBC. Credit Suisse filled everything on the TSX at that timestamp 11:00:56. Credit Suisse was able to fill 40k while Instanet on the CX2 had a 10k bid, which was rerouted from the 50k parent order. Now, if you look at the trades timestamped 11:01:38, Credit Suisse bought TD for 45k shares. Then, 11:02:42, Credit Suisse ate presumably the remainder of that retail's order for 66.5K. These are odd fills by Credit Suisse (retail traders don't behave like this), definitely seem algo/mm supports, due to the fill amounts and time stamps. Credit Suisse's purpose here was to prevent a big selloff due to this seller, and they were able to absorb the position nicely.
It's the price action after that is extremely frustrating.
11:23:17 X 0.25 -0.015 1,000 1 Anonymous 1 Anonymous K 11:23:17 H 0.25 -0.015 1,000 1 Anonymous 1 Anonymous K 11:23:17 T 0.25 -0.015 1,000 39 Merrill Lynch 1 Anonymous K 11:23:17 T 0.25 -0.015 1,000 79 CIBC 1 Anonymous K 11:02:57 H 0.25 -0.015 1,000 79 CIBC 1 Anonymous WK 11:02:57 X 0.25 -0.015 1,000 1 Anonymous 1 Anonymous WK 11:02:57 T 0.255 -0.01 2,500 79 CIBC 7 TD Sec KW 11:02:57 T 0.25 -0.015 500 79 CIBC 2 RBC KW 11:02:57 T 0.25 -0.015 1,000 79 CIBC 39 Merrill Lynch KW 11:02:57 T 0.25 -0.015 1,000 79 CIBC 79 CIBC KW 11:02:49 T 0.25 -0.015 5,000 7 TD Sec 1 Anonymous K
Anon drops to the .25 support on 5k shares after the retail got out. This triggered a retail buy of 5k shares (someone on SH averaging down), which was a market order and got filled up the .255. This was followed up again by anon dropping the price again through the ChiX (cross trade?) and began pumping child orders of 1,000 through all exchanges to try and drop price further... this may be a correlation algo to the u.s. ticker (exchange arb) as the u.s. ticker was down like 12% at this time and the tsx was only down 2%.
Which then leads to who on the U.S. side is dropping it... As for the TSX, the bulk of the volume appears to be a retail who wanted their money out for some other opportunity in the market. So that's good. It won't be Vertex anyways lol.

I just got my shareholder voting form/investor circular. Nice to see they're re-authorizing the 10-1 reversed split so they have the ability to up list.
Also interesting to see the list of principal (greater than 10%) share holders and how that's changed form last May.
May 2015: Invesco Trimark 15,181,047 Shares 16.5% Special Situations Funds 15,051,204 Shares 16.4% Vertex One Asset Management Inc. 12,515,476 Shares 13.6%
Now: Vertex One Asset Management Inc. 15,709,163 Shares 15.7%
Looks like I don't need to anxiously wait for 13-F filings to be uploaded...

This would be very similar to the MOU that DR Congo signed with IGN France. Simply promoting GIS, and helping countries recognize its importance, how to use it, and what they need. Not something Intermap would be capable of doing, but certainly opening doors that Intermap could walk through.

Interesting article: Myanmar SDI Here a little segment. Full article linked. "During a recent three-day workshop on the Myanmar National Spatial Data Infrastructure, a training deemed vital for decision- and policymakers, the only officials present were mid- and junior-level government officers from various departments and ministries. Some interested local CSOs and private companies had travelled to Nay Pyi Taw to attend, and a panel of speakers had flown in from as far as Canada along with experts from the region to share their knowledge, expertise and experience. If senior-level staffers are not even attending such important workshops, where is the credibility that illustrates that policymakers of Myanmar are serious about wanting evidence-based data?" www.mmtimes.com/index.php/opinion/20477-capacity-building-the-myanmar-way.html

Last week the U.S. lifted many sanctions against Myanmar Myanmar's NSDI project is titled "Onemap Myanmar" much like Indonesia and Singapore have NSDI of the same name. Onemap Myanmar was tendered last year for the first 2 years of an 8 year NSDI project, the winning bidder was The University of Bern who will provide guidance on NSDI installation, not the actual work. They have the ability to hire sub contractors. Shortly after the hiring of University of Bern, Myanmar put together a commission to look at different technologies to be used in NSDI. Onemap Myanmar is being funded by Swiss SDC (similar to USAID). I get the impression that a Myanmar NSDI is probably still 3-6 months away if not longer.

OGC® invites Proposals for an Arctic Spatial Data Pilot project Arctic SDI OGCThe Open Geospatial Consortium (OGC) and sponsors, U.S. Geological Survey (USGS) and Natural Resources Canada (NRCan), in collaboration with the Arctic Spatial Data Infrastructure Participants, announce a Request for Quotation (RFQ) and Call for Participation (CFP) in the OGC Interoperability Program’s Arctic Spatial Data Pilot Phase-2 (Arctic SDP) initiative. The purpose of this Request for Quotation and Call for Participation is to solicit proposals in response to a set of requirements for the OGC Arctic Spatial Data Pilot Interoperability Program (IP) initiative. The goal of the OGC Arctic Spatial Data Pilot is to demonstrate the power and efficiency of distributed online environments for the exchange of geospatial Arctic data. It shall be demonstrated that a software architecture featuring distributed online Web services using open standards allows for an efficient and powerful working environment that supports processing, visualization, and representation of Arctic data in distributed systems. At the same time, this pilot helps in gathering further insights into experienced obstacles and difficulties, such as low, or no, bandwidth situations, while using available systems to foster system-wide improvements and adaptations to specific users’ needs in the Arctic. Results of this pilot are also being gathered in support of the Data and Technical Interoperability Objective of the Arctic SDI Strategic Plan. The Arctic SDP RFQ builds on the preceding Concept Development phase which included a Request for Information. Results from the RFI have been published in a report publicly available on the Arctic SDP website at www.opengeospatial.org/projects/initiatives/arcticsdp. Participation in this ArcticSDP offers a prime opportunity to be at the forefront of the technological advancement and guide the standards process to achieve more and effective interoperability. The OGC, on behalf of the project sponsors (USGS and NRCan), will provide cost-sharing funds to partially offset expenses uniquely associated with the initiative, thus the solicitation is for quotations from bidders wishing to receive cost-sharing. However, not all proposals are expected to seek cost-share funding. OGC intends to involve as many participants in the initiative as possible; to the extent each participant can enhance and/or contribute to the initiative outcomes. Responses to the RFQ are requested by June 17, 2016. The RFQ includes instructions on how organizations can respond to and submit questions about the RFQ. www.opengeospatial.org/projects/initiatives/arcticsdp?utm_source=phplist463&utm_medium=email&utm_content=HTML&utm_campaign=OGC%C2%AE+invites+Proposals+for+an+Arctic+Spatial+Data+Pilot+project

National Spatial Data Infrastructure for Integrated Coastal and Marine Spatial Planning (ZAN-SDI)
Start year 2016 End year 2018 Stage Ongoing Person in charge Pekka Salminen, Project Manager, International Affairs Unit, SYKE Other persons Ms Riitta Teiniranta, SYKE; Prof. Markku Viitasalo, SYKE, Mr Jari Reini, National Land Survey of Finland (NLSFI); Mr Panu Muhli, NLSFI; Dr Niina Käyhkö, University of Turku Financiers Ministry for Foreign Affairs of Finland Partners Zanzibar Commission for Lands and several Government Departments in Zanzibar Project Description: The importance of geospatial information and its essential role in the sustainable development has been widely recognised and raised interest towards nation-specific infrastructures, National Spatial Data Infrastructures (NSDIs). The “Sustainable Management of Land and Environment” II (SMOLE II) project, supported by the Government of Finland in 2010-2015, started the process of establishing the Zanzibar Land Data Processing Centre and created a Zanzibar Land Information System (ZALIS) which can be considered as the first steps towards NSDI and future development of the geospatial and geoinformatics sector in Zanzibar. This Project aims at supporting the Government of Zanzibar to continue these efforts through capacity building. The coastal and marine ecosystems and natural resources, including coral reefs, sea grasses and algae, coastal forests, mangroves and sandy beaches, form the basic foundation of the local culture and the social and economic welfare of Zanzibar. Currently, the rapid expansion of the settlements and the growth of the tourism industry are causing pressures on land and sea use changes and consequent conflicts. Such challenges call for integrated coastal and marine spatial planning and management. Large amounts of relevant, spatially explicit, accurate and accessible data on both human activities and environmental variables are needed to allow integrated coastal and marine spatial planning and management in Zanzibar. Beach in Zanzibar A traditional landing site for artisanal fisheries in Unguja, Zanzibar. © Markku Viitasalo The Overall Objective (intended long-term impact) of the Project is creation and improved utilisation of geospatial information in spatial planning and management in Zanzibar. The Project Purpose (immediate objective) is improved capacity of the project partners in Zanzibar to collect and manage marine and coastal information and to use National Spatial Data Infrastructure (NSDI) effectively in integrated coastal and marine spatial planning. The Expected Results of the Project are: Increased capacity for developing and maintaining the National Spatial Data Infrastructure (NSDI) Increased capacity for ecosystem-based planning and management of coastal zones, maritime activities and the marine environment Improved geospatial capacities at the partner organisations To achieve the first Result, for example, the components of NSDI will be jointly defined, the coordination structures enabling maintenance and development of NSDI established, the metadata system enabling storing and viewing the data description created, a communication and dissemination plan created, its implementation started, and a National Geoportal created to enable data sharing and also to demonstrate and promote the benefits of NSDI. The activities needed for the second Result include, for example collection and production of information necessary for coastal and marine spatial planning, training in cost-effective collection of new data on human activities and pressures affecting the coastal and marine zones, validation of remote sensing data by joint field work, joint production of spatial data layers necessary for coastal and marine spatial planning, production of proposals for a marine management structure and coastal and marine spatial planning practises, production of a draft Local Area Plan (LAP) as a proposal for spatial solutions for critical planning and management issues of the pilot area. This Project will use the LAP covering the North-Eastern Growth Area of Unguja as the geographical framework for capacity building and piloting of integrated coastal and marine spatial planning and management and to demonstrate the benefits of NSDI in spatial planning and development. The third component of the Project involves the establishment of a geospatial expert network and design of a geospatial training plan for the partner organisations and training of the selected experts with geospatial information related skills. The Department of Geography and Geology of the University of Turku has been subcontracted for the implementation of this component in collaboration with State University of Zanzibar (SUZA).
Services provided by SYKE: Altogether fourteen experts of SYKE’s Data and Information Centre, Marine Research Centre and International Affairs Unit participate in the implementation and management of the Project in collaboration with the Zanzibar partners and experts of the National Land Survey of Finland and University of Turku. Implementing a National Spatial Data Infrastructure for a Modern Kosovo
Murat MEHA, Kosovo, Joep CROMPVOETS, Belgium, Muzafer ÇAKA and Denis PITARKA, Kosovo
This article in .pdf-format (13 pages)
1) This paper was presented at the FIG Working Week in Sofia, Bulgaria, 17-21 May 2015. The paper describes how to work on the strategy and implementation for a National Spatial Data Infrastructure in a modern society. Kosovo is used as example. The strategy that is developed is based on INSPIRE, and a road map for the implementation is also included.
SUMMARY In the context of the Real Estate Cadastre and Registration Project, the Kosovo Cadastral Agency (KCA) is currently working on the development of a strategy for the National Spatial Data Infrastructure (NSDI) of the Republic of Kosovo. This NSDI aims to transform the way spatial data and services are shared within Kosovo so it may underpin national social and economic development to the benefit of all. An incremental and sustainable implementation path is needed so stakeholders move from the current state of disparate GIS systems to an integrated and harmonised infrastructure for sharing spatial data. The strategy is strongly based on the principles of the EU Directive INSPIRE (Directive 2007/2/EC on ‘establishing an Infrastructure for Spatial Information in the European Community’). The strategy refers to relevant issues such as the vision/mission, objectives, list of stakeholders, funding model, NSDI-implementation costs and benefits, governance structure, communications plan and other issues (such as outreach and capacity building). Moreover, it includes a road map for the implementation. A final version of the strategy plan is scheduled for April 2015. Implementing the strategy will contribute to the formation of a modern Kosovo.

CT/Marty over at SH keeps hinting that Intermap has some staff currently in the DRC. From SH:
"And the limited info I received from my contact in the area was that he felt they would not even be there (in the Congo DRC) with any staff or advanced prep unless something was imminent as its dangerous there."
He is also relatively bullish after this info and due to the upcoming vote. Can anyone expand on this idea that Intermap has people in the DRC now doing prep work?
